FEGLI Handbook and Booklet For Federal Employees

The FEGLI booklet and Handbook is probably the best resource for both federal employees and agency insurance officers looking for information about the Federal Employees Group Life Insurance (FEGLI) Program.

The 248-page FEGLI Handbook starts with an introduction about what is FEGLI and provides a brief overview of all the aspects and options of the FEGLI program.

This handbook then takes you through a series of chapters about the responsibilities of the OPM, OFEGLI, the employing federal agency, and the insured federal employee.

For the record, the Office of Personnel Management (OPM) administers the FEGLI program and sets the FEGLI Rates. The Office of Federal Employees’ Group Life Insurance (OFEGLI) is the administrative division of MetLife which adjudicates FEGLI claims.

As far as new federal employees or agency insurance officers are concerned, the best thing you can do is read the introduction and the chapter about individual or agency responsibilities.

Oh, and if you want to know more about the history of FEGLI, the FEGLI Handbook has a whole chapter at the end that provides you with all the historical information you need.

The handbook may be the most important single document as far as federal employee life insurance is concerned, but if you’re an agency officer looking for a hard copy, don’t bother – there is no hard copy available at each agency. You merely have to access the FEGLI Handbook online on the OPM site.

What you can do is get the more easily accessible FEGLI Handbook. Employees can download the FEGLI booklet locally. If you are unable to access the PDF editable version, you can request a copy from your agency’s HR office.

Note that agency offices and branches can get this editable version of the FEGLI Handbook from their agency headquarters, and not from OPM or OFEGLI.
